Unless charges are filed the player is allowed to play. Just like Ray Rice, she didn't file charges, and neither did he, so the state can't pick it up.
So Ray Rice should be allowed to come back to the Ravens with Contract reinstated or his outright release to another team like...Dallas to pick up his contract :-)

When charges are pending is when players should be taken out of the game and like an official is not allowed to even be at the game as a Fan let alone a player, but paid.

The only new thing is the emphasis on "Awareness" and the charitable acts that will follow for Domestic Violence.
This isn't something that gets figured out and solved in a season, or before the first game, it's years of therapy for some, so how could that be a responsibility of the NFL?
